Traffic Improvement and Management Scheme Along Jalan Kepayan, Kota Kinabalu, Sabah (Reka & Bina)

Global Upline Sdn. Bhd. has appointed by The Government of Malaysia to implement the Traffic Improvement and Management Scheme along Jalan Kepayan, Kota Kinabalu, Sabah. The project involves the upgrading of Jalan Kepayan in Kota Kinabalu, Sabah, stretching a distance of about 5 km between the intersection of Jalan Kepayan-Jalan Mat Salleh and the bridge crossing Sungai Petagas at Putatan, through a traffic improvement and management scheme.

The objectives of the project are:

  • To upgrade the existing two (2) main junctions with Jalan Lintas and Jalan Mat Salleh from the present at grade traffic light junctions to grades interchanges to increase its traffic dispersal capacities
  • To upgrade the Putatan-Kepayan Highway from 4 lanes to 6 lanes carriageway to accommodate the anticipated increase in traffic volume
  • To give prominence to the re-developed Kota Kinabalu International Airport as a regional Hub.
Furthermore, it is build to encourage continuing of residential, commercial and industrial developments and growth in Putatan, Kinarut and Papar areas, including its hinterland and beyond.

The project is implemented in two phases which involves the following works:

Phase 1A - Traffic Improvement and Management Schemes along Jalan Kepayan, Kota Kinabalu,Sabah (Reka Bina)
(i)  Construction of a Flyover at the Intersection of Jalan Putatan-Kepayan and Jalan Lintas; and
(ii)  Upgrading and Widening of Jalan Kepayan from 4 lanes to 6 lanes

Project description Construction of a Flyover at the intersection of Jalan Putatan-Kepayan and Jalan Lintas; and Upgrading and Widening of Jalan Kepayan from 4 lanes to 6 lanes.


Project scope of works involves the following:
a.  Construction of a Flyover at the intersection of Jalan Putatan-Kepayan and Jalan Lintas
  • 2-lane Flyover for Kota Kinabalu to Putatan direction (Deck 4)
  • 2-lane Flyover for Putatan to Kota Kinabalu direction (Deck 3), which is located next to Deck 4
  • High mast flood-lights around the interchange area

b.  Upgrading and Widening of Jalan Kepayan from 4 lanes to 6 lanes
  • Upgrade and widen the existing 2-lane Jalan Kepayan between the intersection of Jalan Kepayan-Jalan Mat Salleh and the intersection of Jalan Putatan-Kepayan to 3 lanes
  • Construct new drainage along both sides of the upgraded and widened road

  • 2-lane Flyover for Putatan to Kota Kinabalu direction (Deck 1), which is located next to Deck 2

b.  Construction of a four-lane bridge crossing Sungai Petagas


c.  Other related works
  • Signal Light Controlled junction at intersection of the Jalan Putatan-Kepayan and Jalan Lintas, intersection of Jalan Putatan-Kepayan and Jalan Mat Salleh, the new egress from Kota Kinabalu International Airport and the intersection of the Jalan Putatan-Kepayan and Jalan Pahlawan
  • Construct a decorative arch and two overhead pedestrian crossings across Jalan Putatan-Kepayan
  • Install new decorative street lighting along Jalan Putatan-Kepayan
  • Provide a utility corridor for relocation of utilities
  • Relocation of existing utility services affected
  • Landscaping works
